Here is a windows script to convert a CSV in PNPSCADA format to a CSV in SMARTset format: link

There are 3 files in the zip that you need to extract to the same folder.

You can then just drag and drop your CSV on the one labeled drophere.bat

It will then output a new file in the SMARTset format

Because the files in the zip are executable files, your antivirus might have issues with it
