I went into the “problem meters” and noticed that one of the meters shows as 'partial read'.
How can I solve the problem.

Answer:
When you get strange readings it is best to use the meter manufacturer's software directly read the meter. The Elster PMU is a good example of this. Plug and Play Scada can't detect values that the meter manufacturer's own software can't pick up.
If the meter manufacturers software does not get any values either then it means that a technician will have to go out to the meter itself.
