You can set when breakers are allowed to switch off (preferably not over the weekend). See this link

@bronwyn, Server Port 13010 Already In Use means the system is already busy with that meter.
It might be that:
- a switch attempt is already in progress
- the meter is being read, like profile and totals
- another meter on the same communication device is being read
You can see the system trying to switch the meter by opening both the Tools->Communication Monitor and the Edit->Switch Breaker screens.
When you click Switch, you should start to see communication on the Communication Monitor
You can see which meters are in the queue to be read and switched by clicking on Queue State.
You can see which meters are in the queue to be read and switched by clicking on Queue State.
The one at the top of that list is the current one.
Breaker switches are typically listed as Breaker Tasks.
