I have an Elster A1700 that is logging TOU billing registers.
The Registers read are:
Peak 17551802.880
STD 44220556.828400
Off Peak 61506005.760000

and on the bill:
Peak 17542343
STD 43817977
Off Peak 61918044

So its very close but not exactly there

You can see the totals as read from the meter under View->Meter Registers
However, these are not yet the totals used for billing.
After reading the TOU billing registers, PNPSCADA does an audit on the totals (comparing to the profile) to see that it matches up.
If it works,
  these totals are copied to Edit->TOU Billing Register Values.
  These are the values that are used on the bill.
  You need at least 2 consecutive totals to do an audit, so the first totals are always inserted.
If the audit fails,
  no totals will be copied across.
  audits usually fail because the meter calendar and the server calendar is different
  the bill when that calculate totals from profile
