Answer:
NO CARRIER is normally a problem at the meter on site.



Basically, we call the modem at the meter from the modem next to the server, and then the modem returns NO CARRIER, which normally means the modem next to the meter is not currently connected on the cell phone network.


Nothing we can do about that in the software. It is a network or modem failure.
We suggest that you send someone to the meter to determine why the modem isn't working.
