Each time we switch breaker, we save it in a log. We can see in the log if the meter is currently on or off. However, someone can vend a token without the system knowing. With Optimised Breaking, we assume that the state of the breaker is the same as in the log. The onus is therefore on you to leave the breaker in the same state as what the server logs say it is in. In non-optimised breaking, we always switch the breaker to the state that we want it to be in.
