The most common way to make a viewing only account is
1) to create a Role (File->New->User Admin Entities->Role)
2) and Login (File->New->User Admin Entities->Login)
3) then select the Role and go to Edit->Role
4) set Start Page to View->Profile Graph
5) under 'Specify which Entities may be Accessed' only load the Meter Accounts that you want this person to see
6) under 'Specify which Entity Interfaces may be Accessed' only tick 'Meter Account'
7) under 'Specify which Types of Entities may be Added' tick nothing
