Who edited my UPP and PPU on my PRI meter?

I need the following info.
1. Who has access to the system
2. Who can make changes

Please only allow the following persons to make changes from now on,
1. LXXXXXX
2. MXXXXXX


Please let know once this is done.

Do you want to know about who made changes to a meter or to the meter account?
Do you want to restrict access to meters or to meter accounts? We basically keep all data per meter, so the meter account is just a transform of that data, coupled with tariffs.
On meter 06PXXXXX, the edit log tells me that basically only LXXXXXX edited it.
On the two highlighted items below, on 2015-05-21 and 2015-06-09, I notice that he set the UPP and PPU to 1. On the PRI, that basically triggers the 'multiplier sniffing' functionality.
In PNPSCADA, for cases like these, it is sometimes the case that there are 3 different scalings per meter: primary profile and totals (the real energy); secondary profile and totals (the energy that the meter would report when you read it with meter programming software); and tertiary profile and totals - what we call raw profile - which is the actual profile values stored in the memory in the meter. The PRI meter has its own multiplier to convert from raw to secondary. Because of historical reasons, we populate that into the UPP and PPU values for the PRI meter, and we keep a second multiplier to convert from raw to primary. So when the UPP and PPU is set up by the customer as 1, it changes the UPP and PPU to be the PRI's internal multiplier, and it also populates the raw to primary multiplier to be the same. After the change has occurred, the client can then apply any additional changes to UPP and PPU to incorporate additional CT or VT ratios to go from secondary to primary values, if he uses secondary metering.
So, be careful of setting the UPP and PPU to 1 for PRI meters, please.
