The modem next to the PNPSCADA server (MDUS - Meter Data Unification System) - that it uses to call out to meters via CSD - has only a signal strength of 8. Anything at or above 10 should be workable, a signal of 31 is the best, a signal of 20 is good. Can you put on a better antenna?

Yes, call meters via CSD, and look on Comms Monitor in debug mode. We always do a signal check before we call a meter with CSD. You'll see it there, the command for getting signal strength is AT+CSQ

You can also do that manually of course, if you plug in a laptop into the modem directly and you use a serial port terminal program (8N1 9600 baud)
