Adding Meter Entities before installation causing communication errors

For the back story, we create loggers which are attached on a one to one basis, modem to meter (KoCos 2S1B and Elster A1140). These logger are tested and per-commissioned on PNPScada.
Next the installer goes to site where they will call me and request a communication check. For some reason when I edit the the CT ratio, VT ratio, Zone, place and site, followed by the Comm's check, I get error messages. Thus far I've only seen two. The first is that there a difference in meter serial numbers (Despite going to site and verifying this) and the second is that the data could not be added to the DB.
I need to remove the meter and meter account entities from PNPScada before the communication channels work correctly. My question is, am I missing a step here or is the some underlying process which I am unaware of?
