The output on this meter does not make sense.
It does not look like the other meter's output.

it looks like there is a bad connection on that line.
Wires crossed.
From the many 7F's that you see, it seems like the line is mostly pulled high (like when wires cross)
The problem would be with the wiring between the A1700 and the communication device.
You should replace the cable between the meter and the communication device.
