Yes, you can.

You can upload the bulk files at: Tools->Bulk Add Entities from Upload

Be careful when editing the file in a spreadsheet, that you retain the original Date Format.
The original format that you can see if you look at the downloads in a text editor, is YYYY-MM-DD hh:mm:ss.
Some spreadsheet programs love changing that to MM/DD/YYYY, which is not compatible with the Plug and Play Scada bulk upload.
