If you want to use an APN to communicate to your meters, you or your client must organize the APN with the relevant cell phone operator yourselves, acquire and install the relevant SIM cards in the modems, and set them up accordingly, and provide the gateway IP for the server to route onto the APN (which can be set up on the server via the web interface).
If you do this, add your modems on Plug and Play Scada as Generic APN modems. We can provide training on this.
However, you do not need an APN to communicate between the meter and the server on GPRS, if your modem is intelligent:
Unless your client has an APN that you can already use, or sufficient numbers to justify the cost of an APN, we suggest you program the modems to connect to the static internet IP of your server. Most of our current customers uses this method, since it is much simpler and quicker to roll out, without having to make special arrangements with your cell phone operator.
Now as far as we can see, your server does not have a static internet IP yet, so you can't do this yet. We suggest as a first step to get the required static internet IP for the server. You can also achieve this by using port forwarding from a router with a static internet IP.
