Actually, it is FEDC0003, not FECD0003.
If you still need to reset the password, I suggest contacting Elster directly. Are you in South Africa? They should have a record of your meter and who it was sold to, etc., so they shouldn't have a problem to help you since they can usually authenticate you based on their sales records.
